In article the structural lacks of normative base SNiP 2.01.14 – 83 on calculation of the characteristics maximal runoff of floods are considered.
Theoretical aspects of structure of formulas of maximum intensity and incoming parameters in them are
considered in article.
The technique of account of the maximal runoff of floods for the rivers of Algeria with use of the modified
formula of limiting intensity is offered. The offered technique allows to the full to use the information on the
maximal daily precipitations, which in researched territory is reliable and representative.
The article discusses the scientific and methodological approaches for creating a computational technique for determining the characteristics of the high flow of small rivers.
In the article description is given long-term changes of flow and repetition of floods in cold and warm periods of year in the river basin of Tisza (within Ukraine), tendencies in the changes of these indexes in a modern period (1991-2011) in relation to the period of climatic norm (1961-1990).
In the article the analysis of the modern state in the field of calculations of the basic hydrological descriptions of floods is given. The method which can be the basis of a new normative document for calculating of maximum runoff of the rivers is theoretically substantiated.
The scientifically-methodical problem of calculation maximal runoff description of floods and high waters from small watersheds are examined.
